Collaboration is the foundation of our business, and we strive to take this approach with our clients, building on their expertise while adding our communications experience. This relationship creates strong deliverables and often speeds up the process for subject matter experts because we can write, format, and edit documents for them. 


Regulations around drone use are changing in Canada and around the world. These changes create new opportunities for organizations to use drones in new, innovative ways. But they also require the development of internal training and procedures. 


We have been working on drone-related projects with Marc Dubrule, owner of Canfly Drones and VP Regulatory of Flying Lion Canada, since 2018. This has included preparing organizations and their operators to apply for their Special Flight Operations Certificate (SFOC) and developing base materials following the Canadian Aviation Regulations (CARs) Part IX, which was updated as of March 26, 2025, by publication in the Canada Gazette, Part II


Now Scriptorium is excited to announce our collaboration with Flying Lion Canada! With our documentation writing and management skills and Flying Lion Canada’s drone expertise, we are a natural match . . . and we are motivated and ready to work with organizations needing to meet new drone regulations.

Flying Lion, Inc. has established over a dozen drone programs that serve the public safety sector and is now taking that experience to the Canadian regulatory environment through Flying Lion Canada. Flying Lion Canada brings firsthand industry knowledge because they engage with Canadian regulators, manufacturers, and operators.

What Are We Learning?


Drones are so much more than flying cameras. 

If you were like us before this collaboration, you probably did not spend much time thinking about the legal and safety issues of flying a drone. Drones, also known as Remotely Piloted Aircraft (RPA), are breaking into new territory when they launch, falling under the jurisdiction of the civil aviation authorities of each country. If they get high enough, they enter air traffic space and need to follow certain rules and regulations. If individuals are flying a drone heavier than 250 grams, they need a pilot certificate. If organizations want to use drones, they will need to meet the local requirements with a Remotely Piloted Aircraft System (RPAS). 


The recent regulatory update from Transport Canada includes Beyond Visual Line of Sight (BVLOS) operations and drone traffic management. This change is a critical one that opens up new opportunities to use drones in business, agriculture, fire and flood response, and even package delivery. 


And these changes are not just happening in Canada. The Joint Authorities for Rulemaking on Unmanned Systems (JARUS) is an international body that is made up of 68 member countries. Together, they recommend regulations based on the Specific Operations Risk Assessment (SORA) process. These regulations have been adopted by member countries, including Canada and Australia. With Flying Lion Canada and Scriptorium, we can support organizations operating within these countries that need to conduct risk-based assessments using the SORA process.


If this sounds complicated, it is, and it isn’t. Regulatory organizations integrating drones safely into the national civil aviation system aim to find the right balance between keeping drones usable and helpful while protecting public safety. The regulations set clear expectations for training, policy, and procedure for safe drone operations. But, it is helpful to have expert advice to implement a program that meets your unique needs and these regulations.
