Transport Canada
In April of 2025, Transport Canada released updates to Canadian Aviation Regulations (CARs) in Part IX for integrating drones safely into the national civil aviation system, including new regulations for BVLOS operations and managing drone traffic. Developed with key industry stakeholders, these regulations aim to balance ease of use, safe operations, and public trust. The regulations will be in effect in November 2025.
These changes are crafted to allow broader applications of drone technology across various industries, such as agriculture, package delivery, and public safety. The updated regulations from Transport Canada prioritize BVLOS operations, paving the way for more routine and widespread drone use in lower-risk areas.
US Federal Aviation Authority
The FAA Reauthorization Act of 2024 is rolling out similar updates for US drone operators, adding standards for BVLOS drone operations. The goal is to enhance drone safety while supporting the expanding use of drones across sectors of commercial applications, such as agriculture and infrastructure monitoring and package delivery.
Organizations that plan to implement BVLOS operations must get a Certificate of Authorization (COA) under FAA Section 91 or a waiver under FAA Part 107. The COA or waiver demonstrates that drone operations meet FAA-required performance and safety standards. This includes implementing additional training in new administrative tasks and documentation.
Joint Authority for Rulemaking on Unmanned Systems (JARUS)
JARUS is an international body that is made up of 68 member countries. Together they recommend regulations based on the Specific Operations Risk Assessment (SORA) process. These regulations have been adopted by member countries, including Canada and Australia. We can support organizations operating within these countries who need to obtain a Special Flight Operations Certificate (SFOC).

Considered an industry expert, FLI is exclusively retained by first responder agencies as a system integrator to provide on-demand RPAS services, consulting, training, equipment leasing, and staffing. Flying Lion Canada has successfully participated and submitted approximately 20 to 30 SFOC applications in Canada, Australia, and the United States.
